Fully Supporting
So while doing a ban request today, I saw a player mention something about not losing elo (or having it reimbursed) when you lose to a maphacker. I strongly support this if and only if these things are met: The map hacker was caught and banned in the game you lost (by the game you lost). In other words, if you lose a game and you suspect a maphacker, and you are right after all, I think the elo should be reinstated for the losing team. There is no reason we should be punished and lose what we work for because people have to cheat. I've seen this suggestion before and I fully support it. And like I said, using a system like this will help the honest players keep what they play for. Yes, I understand that map hackers get their stats cleared, but that doesn't help the person/people they have already cheated out of their elo and hardwork. This doesn't seem like a hard rule to implement and I think it would be a great way to reward people for reporting and catching map hackers that beat them.

It screws up all the stats, to go back in history and change something. All the games since that one have to be recalculated then, to do ELO correctly.
Also it's just ELO, it's meant to self-adjust to player's skill, not something gotten with hard work.

I see your point, is there no way to look at the gain/loss of the map hacker game and just adjust it based on that (not factoring games played afterward)? I just think it sucks to lose a game because of a maphacker. We cannot immediately control people that map hack, which is why I think the players shouldn't have to suffer because some people would like to cheat.

There's nothing that we can do about them losing, they will have already lost by the time the maphacker is banned. The best we can do is prevent maphacker from playing in future games.
They're not suffering more than they would otherwise, sure they get some change in stats but it's just a number..

Re: Fully Supporting
U should also consider that maphackers are usually noobs that eventually end up gettin' carried by teammates. It would be equal unfair for the teammate of a maphacker to lose elo because a noob on his team was hacking without him knowing about that. So it would require a lot of work to adjust stats in the right and acceptable way.

Re: Fully Supporting
The best way to keep out map hackers from normal games is to implement the 20 win minimum on the normal bots and create new bots for noobs to get the 20 wins. This won't keep out all map hackers, but, as you said, most are noobs.
It will also keep out ban dodgers and smurfs. Higher quality games will be the only result.

I agree that the 20 win minimum should be applied to all normal games. Then there should be some titled "[ent] dota (game mode) # still learning?" Give new players a way to learn that doesn't involve playing with the already good people. I don't mind playing with 600, 700, 800 elos, but they do ruin the game and make it less fun. I think there needs to be some way of making the normal ap mode better. As in, no smurfs, no dodgers, no below 20 wins. I'd even venture to say 25 wins. I do however, love the necessity of a good stay rate and a low leave rate. Game ruiners plague the ap games and it sucks some times.
