Rules for other games?
I think that hero line wars should have its own rules as in my opinion it is quite a well known game.

This are the rules I suggested:
Afking as Player red and not picking a mode, hence delays/ruin the match and wasting others time.
Voting a mode. If more than 50% of the players requested a mode, the player playing red MUST chose the mode others wants. If there is no mode voted, the mode will depends on red.
Intentionally feeding. By sending creeps that are cheap and considered feeding by that time and not stopping despite being told so.
Stealing of items. Items that a player placed on the floor should not be taken without permission from the current owner and refusing to return despite being told.
Blinking. Intentionally Blinking to a place where it is glitched out and hence gaining an advantages over the enemy team and refuses to blink out for more than 2 minutes.
Griefing. Afk in the middle of a game for an excessive amount of time without telling the teammates. ( More than 10 minutes)
Multi Hero. I think that all players from the game should use only one hero only. It is unfair for the enemy team for using too many hero. EX: Sword-leader using clones to transform into other heroes and hence gaining too much advantages.
Votekicking. It is possible for a player to ruin the game by both being new and refusing to learn. In this case votekick may be used but it is up to the players in the game to decide ( Quoted from http://wiki.entgaming.net/index.php?title=EntGaming:Rules )
Using a glitched trick. In my opinion, this has been abused far too many times. This trick is used when a hero reached Lv 120 and hence some heroes are able to use their skills and hence going into the portal. It makes the enemy gains too much disadvantages by losing their lives. Examples of some heroes are Marine, Warden, Dark knight etc.
TeamKilling. Players from the same teams are supposed to help each others and not hit each other and assist the enemy team. If the player refuses to stop teamkilling, the others will be able to votekick the player.
Ignoring a vote. If a player obviously is breaking the rules, you should also help to vote. By ignoring a vote and assisting the player who is breaking the rules. It should be also counted as breaking the rules.

You kinda quote the general rules, which do apply in all games. The game-specific rules are just an extra for those.
I was expecting some game-specific rules, when I made my previous post.
AFKing is of course forbidden,
so is glitching,
so is vk-abuse etc.
I see only state one new rule:

i think the multi-hero-rule may be usefull and also the "no-item-steal-rule"

AFK status, glitching, vk abuse, team killing, intentional feeding, and stealing items are covered by the general rules. Meaning, they are already legit ban offenses. But, we could mention about teamkilling and stealing item if the two listed below seem notable to list separately as specific rules.
-When you say blinking, you mean blinking on top of a hill with a range hero and auto attk(cant be hit) or freely use aoe? "Refuses to blink out for more than 2 minutes" = what advantages would this bring about?
-Multi hero: Can you elaborate more and give more examples? Too many heros=lag?

Blinking. When a ranged hero blinked on top of a hill and auto attack. If they were to stay there too long, enemy might not be able to deal with them and hence bringing the enemy team to an unnecessary disadvantage so I think this should not be used.
Multi Hero. If the enemy team were to use some of their skills to transform into heroes, it might cause lag and causing much disadvantages and ruining other funs.

Red can pick whatever he wants. Just ask him in lobby. if no response go new game

Keeping my typing short for obvious reasons. We don't need to spell out the glitches. zOut of the listed rules that you want, only one would be acceptable. Which is highlighted in red. Though the feeding shitty sends can also be made into game specific as well

Why doesnt it fall under the glitch rules if there's a map glitch which is being exploited via blink?

i haven't played this in a long time. i wouldn't know where is considered a glitch or not. And where is legal or not. But it would fall under glitches if no one can blink in that spot to kill them

From replays i have seen while reviewing brqs, looked like a place anyone can tp to(the hill in between the two lanes and closer to statue).

Question remains whether which hero can teleport there (can you buy any items to do so?). Because I strongly support forbidding teleporting in areas in which you can not be attacked. - We've a similar rule in ID ("Placing your main builder in a spot that is not nukable [aka kill-able] by titan.") which, however, has been fixed via a map terrain change.
