Time of Violation (in-game or replay): Mainly started after the 60:20 mark. After he killed one of the Goblins, but I would still consider he stalled before hand.
Any further thoughts:

For 15minutes straight he refused to attack anyone's base and claims he was searching around for lumber to buy items. He was probably purposely stalling since he got mad after some little flame. Barely attempted to siege any bases after the Goblin died. Mindlessly chased around a Goblin's Hunter across the map for another good 7-8 minutes. Refused to also leave so the observer in this game can go titan. After him stalling for awhile we tried to votekick, but didn't pass the first time. But eventually we made another one after he stalling for another good 10-15minutes. And that one finally passed. And than we could have finally ended the game. Bad behavior. Purposely stalled knowing he had absolutely no chance to win the game. (NOTE: kept bitching about his minions leaving, perhaps why he stalled)
