I have started to see so many low elo players like 500-600 elo. (I'm talking about LTD) I'm not even sure that votekicking in lobby is bannable (rules does not specifically indicates "in-game votekicking" so assume it's bannable) . If that player will not be votekicked, people in his team keeps dodging and sometimes game won't start like 5 minutes, or some other low elo players come and game starts with something like 2/28 elo change which is totally waste of time. I don't believe only 1 player has the right to waste the other 7 players time. A player with 500-600-700 elo only ruins a game, furthermore 500-600 elo means player is/was new and has been refusing to learn, which is okay to votekick according to rules.
So this is a semi-question, semi-suggestion. Is it bannable to votekick an excessively low elo player? If it is, I suggest that it should not be bannable.

To be honest, i can't agree with this suggestion. Yes lately there's a lot of 500-800, more or less, elo players (Speaking about dota), in which some might be possible game ruiners or players that refuse to learn , however you can't be certain of this before the game starts and something actually happens (Judging someone on his ELO, w/l or other people comments on that person before the game starts, is basically unfair). You could be kicking an innocent player that is "noob" and is trying to learn just because of his low elo (I could easily speak about me in terms of LTD: I'm still a noob playing LTD and on my account (Hyorinmaru.@europe) i haven't got a single win yet, still if you try to check the games, you can notice that i'm trying to learn and i'm not properly "ruining" the game; Still if you go by ELO or W/L, you'd prolly believe i would ruin the game since you can't know the person itself
). Plus, i've met quite a few low ELO players that actually showed that they do care and listen if people actually show some effort in telling them what to do, in a nice way, not something like "Fuck off noob, you can't play, just leave and uninstall dota" - This obviously won't help them or your team at all
; However, yes there's still some people which simply refuse to listen and fail it, which could be considered game ruining, still you can't know that before the game actually starts.
So from my side i see more reasons to be against this suggestion, than to agree with it, but that's just me

Well I cannot argue with the fact that there are some players with low w/l ratio who still want to learn and open-minded. However I believe it's impossible to have 600 elo if you are listening others. After 10-15 games you start to win games and at most it should take something like 30-40 for you to become at least a decent player. This is way lesser for most new players. I would never kick a player with 0/5 and always try to help them if they listen to me (however most of them don't). But there is a huge difference between a 0/5 player and 50/170 player. Can you believe that an 50/170 player is open-minded,a good listener and desiring to learn? I don't think so. Most of them (Actually all of them) don't even speak or don't even know english.

I saw many players on ENT with 800 games and still 55% lose.

55% lose should not be a big deal, It's just slightly below average (assuming average is %50 win)

55% lose means you lose 55 games out of 100 games. 50+170 = 220. So in case of losing 55% you have to win 99 games => 220 * 0.45 = 99 which is 99/121. However 50/170 is winning 22% => 50/220 = 0.227 => Math

Elo is an approximate measure of skill and its just a number.
Someone who is higher or lower elo than your avg standards can play better or worse depending on situations and teamwork.
A solution to your problem is to split the community and restrict gaming by categorizing elo into groups (Ex. 300-800, 800-1100, 1100-1500, 1500+). But, this suggestion was denied due to our current community's state. Check our archive if you wish.
