As shown in the posts above, there have been some issues with players claiming lanes when they are not in the correct position (See explanation below) and this results in flame and bad games. Some of the time these players are noobs and sometimes they are just trolling. Regardless your Capital should be the one located closest to your lane, so that it your lane breaks, you haven't screwed someone else by putting their Capital in danger.
Capitals are arranged in a vertical line that corresponds to lanes.
Yellow and Blue = lowest capitals, so they go bot lane. If their lane falls their capital is first in danger.
Orange and Teal = capitals on the top, so they go top lane. If their lane falls their capital is first in danger.
Purple and Red = between the other two, so they go mid lane. If their lane falls their capitals are the first in danger.
Alternatively you can claim a lane by typing -top -mid -bot in game before anyone else, or being the first on your team to press Z X C (Each tied to a different lane). When a player picks Purple or Red they want to mid, they don't expect someone else to -mid before them. This is only considered BM currently when it should be bannable.
This rule has not been written on ENT but there have been times when players have votekicked a noob who didn't know not to do this and times where people have almost been banned, but just warned instead for votekicking someone who took a lane.
I am asking for a page to be added under "Specific Game Rules" for Civilization Wars.
I'm sure that @we-giv-up-u-win and @magicbox as well as myself, would be able to make some general rules to be followed, or at least define scenarios of Civ Wars Trolling or other General Rules that are applied to Civ Wars. This would allow other mods besides supersexyy alone to handle some basic Civ Wars Requests as well.

They are commands, yes. Basically what it does is it ties your lane to your Build limit. Build limit means if I am top lane I can build as many buildings in top lane as I want, with my build limit staying 0/2 but if I build a building outside of my lane it becomes 1/2, then 2/2, and if you go OVER 3/2 you suffer an income penalty based on how far over your are. You can increase build limit but you only start with 2 as side lanes and mid gets an extra 1 so they have three. Also the towers in that lane all come under your control, for example top tower start out as 1 controlled by teal and 1 by red, but when teal says -top they both turn teal. So claiming a lane does actually tether many parts of the game to the lane.
So when you do -mid it ties your units and buildings to the build limit for mid lane. It's not like dota where its just "MID MID IM MID MID MID MID GIMME MID"

I don't have any opinion either way.
Currently I moderate it as an assumed rule but context has a lot to do with it.
Ie If someone steals the lane then gets votekicked it is fair game.
If someone steals a lane and someone on the other team refuses to votekick then I do not believe they should be bannable as it is hard to come to the conclusion whether that's what the team decided (and one player is trolling).
I am against lane stealing but I do not want to see the following: 'Blue stole my lane, kick or you will be banned'.

I'd like you to explain This Ban Request then. You are against stealing lanes yet you let an experienced player troll by picking a lane then going to a lane that he did not claim......... You say you are against this sort of behavior yet you let this happen.
Also: I am against lane stealing but I do not want to see the following: 'Blue stole my lane, kick or you will be banned'. - You seemed totally okay with it in This Post where a player stole a lane and was then votekicked... If you feel votekicking players who take lanes that aren't theirs is wrong, then why did you not ban the people who vote kicked him?
It is almost always the case that if someone claims a lane that is not theirs with no discussion prior to the claim, it is an act of trolling. New players will almost always not know how to claim a lane.
Instating this rule would discourage trolling by Lane Claims, it would take a bit to get used to because people would say "that's not a real rule" at first, but when they find out it is a real rule they will not troll by claiming a lane again.
If someone appeals this particular form of ban, and are pleading that they are a Noob and did not know, I'm sure that magicbox(abFSA) or myself would gladly be willing to share if we know the person who is appealing (or any of their alts), thus marking them as an experienced player who is just acting like a noob so they get unbanned.
To me this rule seems like an easy way to stop trolling in the Civ community

If you need my opinion...
I don't like this behavior. I think draw at start is the best way for it. Even through you have 2 good players in the wrong sides, some rushes (opportunities in time) can be dangerous for your team and can lead unbalanced game (2v3 bases). We have top players who knows how to do this.
But I think its not a problem. The problem is trolls and people, who plays only one lane in acceptable level.
I think we should become civwars more popular first of all. Somewhere I saw guide for new players, but I forgot where. I can teach people after basic training course...
As for "new specified rule", I think it's not critical. IMHO, warning for the first time and 1-day ban after is enough.

Warning and ban time is part of the rule is it not? o-0 you just gave your opinion on the ban-length according to the rule. Which I feel is fine, though making it for example 1st offence 1 day, 2nd offence 2 days, 3rd offence 3 days, etc etc.
I understand that it is not critical, but it would prevent people from troll-stealing lanes that are not theirs.
