The problem isn't the tanking, the problem is if you get too many Mutants they will often attack the same (low HP) target at the same time, which is a problem with many towers. Another important factor for holding a big send on 17 are auras, you can hardly hold without a few nice auras.

mutants r good tank on 17 and 28 since they r heavy armor and neos doomsday r fortified...also on 17!

If i'm desperate for flying units and i have dmg auras (heli/cap) Leviathan seems like a decent tower to me. Due to its super high average dmg with low attackspeed it scales very well with % dmg.
