IP Ban?

Not sure if this idea was brought up before but how about permanent IP banning multiple time offenders? It's so easy to make a new account to get around a ban on another account but an IP ban would stop most people altogether. I'd go with the 3 strike rule personally.

We have a range ban which bans a set range of ips (geographical location). We range ban people who ban dodge, especially map hackers. The ban system exists to punish offenders, but it also educates users to play fair and competitively.
