Votebalance mandatory?

A start-countdown was just aborted twice to enforce a votebalance. I was told it is mandatory, but I can't find anything on the rules regarding votebalance.

Please elaborate...

Depends.
If a player was swapped in (e.g. cause of manually hosting) votebalance or !sp is mandatory.
See rules: Once a swap is done, game owner must !sp shuffle 3-5 times or initiate a !votebalance.

If the game was hosted via chat bots and no swap was done it is not mandatory.

Votebalance isn't mandatory and convincing/forcing players to do so is not allowed.
