At the beginning of the game I called jungle. After I told him to stop following me because he can get suspended or ban he for game ruin. He just said "fu" and continue to follow me around sapping exp and farm. He went 0-11 this game, and half of his deaths was from him getting ganked, but the other he just rushed in after the team died, and fed.

Actually, it was you who did what you report here first.
0900 void is farming at the 2nd spot, and you went and stole his kills/exp.
After that, he just did the same to you.
You called jungle at 12 seconds, he called it at 4 minutes. You probably missed eachother calling it.

1100 you start an abusive votekick against him, for doing exactly what you did.
He stopped about 1 minute later.

None of his deaths were actually intentional.
