Any further thoughts:
We tried to help Chrisy but the player was completely unresponsive and went AFK for long stretches. Aftterwards, Chrisy fed excessively but nerdsuckymy_d and zl99 at no time voted to kick; you could not be paying attention and realize at any point that Chrisy was only feeding and nothing else. I don't expect a ban for Bezil, but he voted quite late in the game after our entire team was asking for the kick the entire game, but it depends on how strict the admin would like to be. It could be argued that he is "just a new player" but it was clear to 8/10 players that it was impossible to tell the difference between an afk/intentional-feeder.

It seems to me that players don't seem to fear banning for any reason on the ENT server. I think it might be beneficial to have some in-game admins (non-forum) that make frequent submissions to follow a strict set of guidelines for in-game administration. I never see an admin playing. dotacash, dotapub and BGN did it rather successfully.

Well, after reviewing:

Chrisy simply looks completely new to DotA (Not just LoD), however he did refuse to listen, ask for help, simply played his own way and ended up feeding recklessly

It is possible to game ruin by being new. In this case, votekick will only be valid if the new player refuses to learn and cooperate. Just because someone is a newbie or bad does not mean he is intentionally game ruining
