The Tribunal identifies players who have been consistently reported by the community over a large number of games and builds a Tribunal case for them. These cases are presented to random community members who use the Tribunal who then review the case files and render a judgment—pardon or punish. Player Support then uses this information to help assign the right penalties to the right players.

Basically you would let medium to high elo players "/report player reason" other players in game. Once a person receives enough negative feedback the bot will notify random players that they have a tribunal case. Random players will review the case on the forums given the evidence.
I'm suggesting this because during my experience playing even less popular games such as ID, many things go unpunished because people are too lazy to submit a ban request on the forums. There is negative/bannable play in almost every game and the tribunal system seemed to make LoL better.
It doesn't seem easy or a top priority but I bet it would improve the game quality on ent bots.

I dont see how this will work out on ENT. I have played LoL for quite some time, so I am familiar with the system. It just seems more work to look at for us.
"/report" can be subjective and biased. We deal ban request case by case and ban history keeps track of record.
There are smurfs and alternative accounts to deal with also.
Furthermore, there are less possible ways to game ruin on league of legends.
I think our management system with bots and staff is good enough considering this old classic game.

as edge mentioned already suggested before. good idea in theory, but would be near impossible to monitor because of the high likelyhood of abuse.
