clog rule

Do not intentionally clog:
Must build close to half recommended value.
Splits and delays cannot exceed over 120 value in total.
Splits may only be built at levels where your team is not sending.

this is the rule for 1200+.
my question is, why is not the same in lihl?

it's just that you should do something against the clog having seen many ugly games last season^^ at least it's a single rule

Yep, it wont be changed as to many players like to clog, it gives them higher income and more value, which makes the game more fun for certain people, rather than holding lanes.
Also the clog on games after 10 are perfect, because if you are loosing, you can always race with 75 leaks against 20 and win even with less heals
Its been proven, obviously this is something called skill, get used to it :S
