This is a though decision IMO as AS'ing someone units to help the person get the leaks from the guy above/under him should NOT be banned but AS'ing others units to make them not go mid so you get all the kills yourselves SHOULD be banable
Regardless I think clearing this up in rules should be done ASAP as this could come up as confusing

You can use AS to:
-antistuck a stuck unit.
-catch laning partner's leaks by using it on ur own units
-help your teammate AS his units to catch leaks
You cannot use AS to:
-abuse on teammate and split his units
-abuse on teammate to prevent units from tping to mid
-abuse on opponent units(towers, wisps) in any way
Dont exploit AS glitches to gain an unfair advantage or disrupt others.
