Hmm... was told to give new rule suggestion here... Someone in one of my Civ Wars games wouldn't !draw the game once it was unfair because it "wasnt his problem the troll isn't on my team". Just a suggestion that if someone doesn't !draw an unfair game and admits to not drawing or doesn't !votekick a troll that should be bannable under game ruining.

Not votekicking a rule breaker is bannable.

Well not !votekicking a rule breaker is bannable (like supersexyy said) and if someone doesn't !draw a game it could probably be viewed as game ruining by the admin. So we basically have this as a rule, submit them for a ban request next time
