remove/disable lihl owner kick

nabo, nore and I want it removed or disabled for owners of lihl games. I assume @matdas and @armedanddeadly agree to it, too.
There's no point in having owners having such power as they clearly fail to properly make use of it. Votekick is sufficient enough for players of a league.

!kick it does work unless you guys changed already. I am saying that !kick is not needed and can be abused easily

Regardless who was the cause, doesnt change the fact !kick isnt needed.
