Why not make a rule where it states "any Dota game, if there is a player that has too much high ping (like over 200 ms) where he is unable to play correctly, normally, has the right to get vote kicked in game. To prevent him from feeding/ruining the game for his teammates. if he refuses to leave then should result in a ban for ruining peoples game."

Please take this into consideration.

Whether you get votekicked or leave the game..its the same thing. If the game is unplayable due to frozen screen or too much lag, you should leave.

Deciding to play while knowing that you will probably disconnect due to a high ping or unstable internet can be considered game ruining.

Players in a game, should give the lagger some time to stabilize their internet or reconnect.

A new lag system has been implemented:

...if someone keeps having lag screen repeatedly, then next time they have lag screen it'll start from 30 seconds or something instead of 45 seconds.
