Island Defense Rules

Reasons to temporarily ban or kick a player:
If player is not punished in-game, then we can enforce a time ban.

AFKing as builder/titan that ruins the game.
AFKing as minion or observer longer than 10 minutes after all builders died and the titan has won (elo glitch).
Placing your main builder in a place that is not nukable by titan.
Loud stacking (worker stacking with the loud error sounds) or worker stacking in an unnukable spot in a base.
Intentional stalling a losing game as titan and wasting everyone's time for more than 10 mins. The titan can be kicked if he does not kill a builder in 20 minutes time, and if 60% of the builders alive agree to having the titan kicked.
[Reveal] Spoiler:
Intentional feeding without 60% of the other players' consensus (applies to titan intentionally feeding builders gold).
Refusing to leave base after being asked by owner.
Item stealing.
[Reveal] Spoiler:
Intentional abusing of pause/resumes and/or save game.
Intentional suiciding that negatively affects the game (unless to deny feed or the game is blatantly over and no builders want to take over titan).
Intentional blocking that negatively affects player(s) game experience.
Any form of glitch abuse that negatively affects the game.
Team killing (denying feed acceptable).
Leaver titan in the first 10 minutes of game (time must be noted from when titan spawns (GP timer starts)).
[Reveal] Spoiler:
Player enables game modes -ar; -rd; -br; -gc; froff; -exp/dxp without 60% of the other players' consensus
Multi-boxing
Any usage of macros are forbidden.
Stackable time bans for repeat offenses of any of the above.

Refer to [General rules] for more information on bans and kicks.

 Note: Item jumping, titan mass-jumping and wall walking are not punishable by ban.

Miscellaneous Rules:

Titan may leave the game under the condition that 3 or more builders have left the game or became observers as a builder in the first 10 minutes. He can also leave early if there is no basers left (Builders that have already died to the titan are not counted).
Gathering consensus in the lobby chat is not recorded, so it is still bannable if you do not have proof of lobby chat, unless an ID staff member confirms that 60% consensus was gathered via the lobby chat.
:!: If a player pings a seed and/or a base it does NOT mean they have the rights to that seed and/or base. The first unit that has the ability to build (includes any builder/summoner, excludes nature's workers) to the seed and/or base has the rights to it. Tk'ing will result in a time ban.

------------------------------------------------------------------

Here's my suggestion that some rule need to be specific...
Intentional stalling a losing game as titan and wasting everyone's time for more than 10 mins. The titan can be kicked if he does not kill a builder in 20 minutes time, and if 60% of the builders alive agree to having the titan kicked. [Originally]
-When does "stalling" start at? It is not very specific
-Does buying item considered stalling?
-Does healing item considered stalling?
-Does taking a leak [wc] considered stalling?
-Does moving around the map considered stalling?
-Does killing 2-3 wall in the interval of 20-30 seconds considered stalling?
-Does trying to regain health/mana during siege base considered stalling?

Here is two different possibility...
1. I think "stalling" should start after the penalty times, since mostly everyone already based.
Pro: Because nobody would complain when the titan is stalling or when did he stall
Con: Yeah that would be like 30min per game.
2. I think "stalling: should start at the begining of the game. Each time the titan killed a builder, it reset the stalling time, and each conservative kills added the titan of being not "stall".
Pro: Nobody would complain when the titan is stalling whether he is at fountain/etc. Each mini that he had gives him an extra 5 mins. Example: 4 minis x 5 = 20min of extra of stalling.
Con: This will make everyone raged hardcore.
Etc...there's more...and I'm still thinking!

It isn't a specific action which defines stalling, so I wont answer those questions.
Stalling is defined by the overall picture of the titan. You can buy as many items as you want but if you just walk around/not trying to win the game by making proper decisions, you will perhaps be banned.

To comment on your scenarios:
  1. Your argument that players wouldn't complain is invalid. The rules were designed to apply to all skill levels. No pro wants to play vs a stalling titan (e.g. foss cases). If you want to play versus a noob titan who stalls pre-gp time, then you should improve to face better titans.
  2. Obviously, the "timer" resets. The rule states if you dont kill a builder within 20 minutes, it will be risky for you. Kill one and you are fine, etc.
Again, stalling is a 'general' thing. You can't define it on a specific action and fortunately, the ID staff consists of competent moderators who will judge each stalling case individually.
