WMW - Rule where players must add anti-clog when needed

Hello (PLEASE READ ALL OF THIS MODS AND PLEASE CONSIDER IT),
I'd like to suggest a new rule that players of WMW must abide by. I've played tons of WMW games and a common issue I've noticed is the tendency for units to clog in the center of the map, that is, if too many units are sent, the units start moving slowly or not at all. I want to suggest the following rule: If the units on a players side begin to clog, players must build an anti-clog at the middle of the map.
Usually, clogging doesn't bother me that much as its unclogged fairly quickly but now, more than ever, I am noticing a trend where players abuse the clog to create an unfair advantage. For example, players refusing to upgrade their towers so for the entire game, their enemy's units are clogged and cannot enter their ship. Let me illustrate this further with a more in-depth example:
Suppose we have 2 teams, Team Top and Team Bottom. Now imagine Team Top sends enough units and creates a clog in Team Bottom's side of the map and Team Bottom decides to not upgrade their towers. Initially, the units will be killed off quickly (well not actually quickly but you'll see why I used this term soon) but as more units come in, the clog becomes tighter and the speed at which they move becomes increasingly slow. Now, the big issue here is that, Team Top's income will continue to rise so the number of units they send will increase. This causes the number of units in the clog to increase at a faster rate than they are killed. This situation continues to intensify as Team Top sends stronger units which causes Team Bottom's towers to take even longer to kill units. As you can see, this completely ruins the game and results in a slow, painful win for Team Bottom.
The reason I bring this issue to you is because I just played a game with two people whom refused to build an anti-clog in the middle. I asked repeatedly and presented the arguments before you but they wouldn't budge. I was then accused of intentionally clogging it to "slow their income" which is completely false. The clogging was due to a bug in the game; I should be able to send whatever units and as many units as I want. I eventually sold all my towers and left because the game was just too boring.
I fully understand that this a bug in the game and their is not much that you guys can do about it which is why I am suggesting that you implement a rule where players MUST build an anti-clog if it gets clogged.
Conclusion: When a clog occurs, the number of units in the clog grows at an increasingly faster rate than they are killed. A simple solution to this is building an anti-clog at the middle of the map which significantly reduces the distance of the clog and eventually resolves the problem.
