Autoban?

What's the deal with this? I've had multiple players ingame who claim to be mods (doubtful) talk about how there's autoban. As far as I've seen this doesn't exist, because I've played repeatedly with the same leavers, over and over and over. By leavers I mean "XXX died and XXX has left the game voluntarily" and such, not disconnect or lagdrops which understandably wouldn't be autobanned.
I can't find any information here on the forums which confirm or deny the existence of autoban.
If it doesn't exist, why not? Given the fact that everyone is afraid to votekick someone unless they are "breaking a rule", it means that super terrible feeders who don't speak english are never kicked, and games are ruined and people start leaving, and are never banned. I don't and I can't imagine anyone else does have the time to make 10 ban requests a day for leavers.
Also, I'd really like to have access to some sort of list of mods so that everyone can know for a fact ingame if someone is or isn't a mod. It's bullshit to have people pretending to be admins and making all kinds of threats which people must obey out of fear. Likewise, it would really help out with bans since we could know for sure whether it's necessary log on here and post a ban request (if a mod is ingame then obviously they should be able to exercise their power at the time to ban someone--or is the reason that the ban system sucks so bad because there's too many steps and too much oversight in the process which leads to everything moving super slow?).
I understand that you guys are properly concerned with and doing your best to combat abuse and ensure that all bans are indeed fair and lawful. But at the same time I feel like in my short time I've playing I've noticed that ENT is kind of a free zone for ruiners and leavers because they have the confidence to do whatever the fuck they want without fear of reprisal, while on the other hand everyone else is too afraid of reprisal from your own admins for kicking people when they didn't "technically break a rule" or for "not" kicking people who "did" break a rule.
This system needs the existence of more ingame moderators who can mete out punishment when called for. If it's proven too difficult or risky to find and identify trustworthy and reliable such players, then that's a real shame. Maybe playing the LoD games is different than your other games, but so far it seems like non-league ENT dota games are a refuge and safe haven for griefers, ruiners, and leavers, because the attitude which permeates the environment is that you can do whatever you want since the admins/mods are nonexistent ingame and punishment can only be counted on days or weeks after the fact by forum-viewing mods.
I've really enjoyed some of my time on your autohosted dota games but really when we can't kick people unless they're breaking a rule, everyone MHs because no one can ever "prove" they MH in a ban request (and thus don't bother posting it), and the same fucking players join game after game and leave whenever they die, it starts really making the enjoyment:bullshit ratio very skewed. It's sad to admit, but I can really see why some players ingame refer to other clans/communities as better for playing DotA/LoD.
