I think that when a player joins from an IP that has never previously recorded a game on ent servers that a greeting should be messaged in the lobby (viewable by everyone) such as "Welcome to ENT xxxx, please enjoy your stay!"
It would be really friendly for those players who are truly new to the server.

and also let other players know that this specific IP has never logged a game on ENT (possible ban dodger/ip changer/hacker)

Meh, I think it's mostly fine the way it is. All it needs is to add the link to the rules, because when I was first new here.. oh boy. I had a hard time finding the rules (I was blind). Thought I don't support the "Welcome to ENT xxxx, please enjoy your stay!", it's pretty useless since most users don't read the very top and it will be ignored.

I think you can type !rules for basic rules list.
