why do ppl have to download the new dota maps in a game hosted for that? why they cant just join and download in the lobby? i have been sitting on the lobby for like 1hr or more and ive see alot ppl joining and getting kicked and they might not be smart enough to see that they need to download the map in a game just for that.. some of them tried to join like 2-3 times
the game hasnt started yet, and have been like 1hr since i join an empty lobby

The reasoning is because some people have terrible download speeds and they can sit in lobby forcing the game to wait for them for 2-5 minutes for the download, which, typically, other people in the game would leave because they don't want to wait that long just for someone to download the map.

Could have separate staging lobby though.

but u can do like dota-void, when u have to dl they send u to a separated lobby, and when u dl the map they send u back to the game if it has not started yet

Denying this since while it's kind of cool it is also a bit pointless. There's a game specifically for downloading when a new map comes out that has a much higher download speed. And the reason that no one was joining was because of an invalid map configuration.
