Can we make bots just for people that have 800 elo and below to play on? And once they hit over 900 they can play on reg bots? Its just sucks when you have 700 or 600 elo players on your team that just feed or just plain bad. Plus people just make the low lv elo accounts to help friends get more elo out of games. Just a idea
Also it takes forever for a game to start when a 700 elo player joins the game everyone leaves

I agree as u might know, but theres just too many factors going against such a thing.
First, and probably the biggest reason I see against such an idea, is that the HR bots were pretty much a complete failure and I think most people would discern that low elo bots would be the same.
Second, its been stated over and over by several mods that pleasing the interests of the majority will not be weighed over the interest of new/noob players. I don't really agree, at least in terms of bots such as dota arem and sdem, but that is the stance of most of the moderators on all other games.
Also, even if hypothetically such a system were in place, it would likely have to be 300-1000 elo only games as there just aren't many active 300-900 elo accounts as compared to higher... and personally I think people would just make alts and stomp all of the low elo players and ruin the system very quickly.
I think that perhaps the areM and sdem bots should simply not allow people under 800 to join, as they have many more options that allow for a better learning curve. But I doubt that will happen either

I agree. I don't see the point of a 500 elo joining arem games, when he clearly can't use many heroes. He may be a decent player with bara or riki, but arem and sdem are for ppl that have some experience on the game. When a guy with 0.2 k/d joins a game where u get random hero, means that he simply doesn't care if he ruins the game for his team.

If the problem is "i dont wanna play with a noob", you know your ways to deal with that: join next game.
If the problem is smurfing, there have been similar suggestions. Most popular games that are played are apem and arem; ok played are sdem and ap; sometimes played mode is rdem. Making all bots restricted to 1100+elo and having an additional bot hosting for 1100 and below elo apem mode seems like an ok idea.
Instead of having a special bot naming it HR for high elos...I think restricting normal bots and having a special bot for less than 1100 elo players would work better. It only takes few games for a 900 elo player to get 1100 elo if the game room only consists of less than 1100 elo players. There are way more low elos compared to high elos who are actively playing at the moment, so this low elo bot > HR bot.
1200 or 1400 cap seems too big of a limit since nowadays i see many 700-1100elo players and not many who are 1400 above.
