!Draw does not work someitmes

I was playing civ, 2 games in a row there enemy left the game at start. Maybe they did not even loaded. idk. At that time !draw did not work. The system did not say #ppl need to vote. The only choice left is to leave and ban ppl as it counted for leaving.
