Something has to be done with this player.

He's played enough games on here and hasn't improved one bit.

Unreceptive to advice, bad farm, feeds every game, the gold that he accrues, he spends it on dumb items that don't help the team, resets stats after 15 games and does the same thing over and over, and little-to-no impact in the game.

Problem is he's in almost every DotA game so you can't avoid him with or against. Every game with him becomes low quality.

Can we get an agreement to start banning him for bad play or refusing to listen to advice?

No specific replay in-mind. But others can share their bad experience with him.

He found his favorite new English lingo. He screws up and says “WTF” repeatedly to mask himself now.

Yes, item choice is not bannable but working on His RAD for 30 mins while his ally already has one tells you he has zero regards.

I am absolutely 100% sure that FromCali is either a ban dodger or Kuzko.

We all thought it was Vostok but don’t think it is.

Pretty sure moto/azabu\high is kuzko. That's all one nick, and the stats page can't load it.

It is vostok...he speaks the exact same way, plays the exact same way, etc. I know vostok pretty well due to the games I've had with him.

I think Vostok/fromcali actually tries in most games but is just not great. Lag on a mouse-wheel run computer probably plays a role. He usually flames only in response to someone else criticizing him (usually the criticism is correct) and holds grudges. Despite that I dont think he intends to ruin. Just bad decisions, slow reactions, etc.

Like you all know, if bad players refusing to improve (that mean listening a little, advices from better players), they will get a ban.
Actually item choice is bannable if it's to much, like making a bf on intel hero etc...
Give me some replays with timestamps and it will be checked by me this weekend.
