Not sure if this makes any difference but I just got new internet as I haven't had it for about 3months

You rolled the IP that the offender used in the past. Unbanned the IP you posted from. He is banned for 2 more days. It might happen that you roll it again during that time. Just appeal again then and you will get a swift unban.
