Any further thoughts:
I think he's map hacking as well, he could not see me setting up mines when i watch replay but at 1:52 as soon as i tp out of bot shop area he uses courier to destroy mines.
Also at 9:02 he started sending his courier to the bot rune area as soon as he see me by mh i assume setting up mines there, but waits until i'm out of the area again to destroy it with courier.
Same thing happens at 16:46 when there was fight in the mid lane he goes back door and destroyes mines.
At this point I'm very convinced he's not only ruining game by glitch exploit, he's mhing and ruined the game for all the players

Def seen this guy with suspicious moves in multiple games. Pls investigate!!

I agree.
Tech setting mines next to goblins merchant in fog, was never visible in the area to scourge. He places last mine and tps to bot tower at 4:13. At 4:19 medusa uses courier that had been lying in wait in forest adjacent to scourge tower to kill those mines.
At 11:28 tech is setting mines at bottom rune, brown moves his courier to just below leragas's shop. At 11:37 techies backs into sent forest and brown immediately moves the courier towards the rune spot, but then as techies turns and returns to rune to place another mine brown stops and retreats his courier back to the spot near the shop.
At 1145 tech places another mine then retreats to forest. At 1152 brown sends his courier to kill the mine, never having had vision of the area in question.
1601 brown suddenly backs in forest as slark approaches in fog and tps home.
1906 moves around mines to approach tech, then uses courier to kill mines in sent forest in two places. He may have had very brief site of one of the sites but not both.
ww_big_dlck_www banned one year for maphack.
