Rule player violated: Placing buildings in teammates' base without permission, stealing a mine somebody already walled off

Any further thoughts:
Starting from 0:28 sana_Madafucka, the orange player, began placing unnecessary barricades and buildings in my base. He has no legal claim to the top right area unless the purple player, who spawns the closest to that base, gives up his claim. I was the purple player and I was clearly the one who claimed and walled off the base. Thus the base is mine and he should remove his buildings when I tell him to, according to the rules in F9. However he didn't listen to me and even stole one of my mines at 2:07. He was clearly violating the rules in F9 and should be banned.
