Looks like he was waiting for the lobby to fill before he started, since it doesn't seem to be a popular map.

I also don't think he actually broke any rules.

No evidence shown for duration of lobby, and lobby logs do not appear like he was intentionally holding the bot hostage.

Appears that he was going for at least a 3v3 game:

I'd agree with Apoth on this one, and say he was waiting for the game lobby to fill.
I'd deny this ban request as there does not appear to be any violations of rules.

Found an message he set at the start of his lobby for
"Intentional abusing selling in order to change creeps's path is bannable!"

This occured every 45 seconds and there was 22 occurances (does not include actual setup command)

45 x 22 = 990 seconds / 60 seconds = 16 minutes 30 seconds

Hardly think this counts as holding the bot hostage.
