Ban intentional feeder

[ent] Dota apem us/ca #51 is the game and the username is Shakira@useast...he uses a lot of different accounts and when 0-18 that game feeding on purpose. Is it at all possible to IPban him permanently??

Edit: I just banned Shakira for Game Ruining. I will look into other accounts and IP addresses he uses. Moving to processed since he's now banned.
