How to see alternate accounts

Some people are able to find out what other accounts a player has very easily, and I was wondering if that is a public feature, and if so, how do you do it?

Is the checker always correct? It is showing that YaphetStay is the same as ipwnENTstackers, which I am almost sure is not true.

It means they share an IP address. So either it is the same person or they share internet.
