Why are joke game modes allowed on the bots?

This DeSheeP guy decided upon himself to set some joke random game mode on an ELO bot for MEGA.
Claims he's red so he decides.
Why is this allowed?
There's already no LIHL, no tournament, no good players active.
He just fucked over 7 other people hoping for ELO.

"When picking a mode other than the default one (-hpgmcb prophet or -phgmcb), mode setter (red) must announce it in the lobby before the game starts. Every player must be informed, so they have the opportunity to leave in case of dislike."

Thanks, but that is not even close to what I asked.
It should be voted, not go find a new game because of some joke stack freelo making it hybrid.

I like to play uncommon modes too from time to time. Like -phgm or -hpgm hybrid or such stuff. It's not against the rules and it's fun for many people actually
