Instead of either being vouched or not, how about a ranking system? At the moment, the first 11 vouched players to join gets to play, regardless their skill level.
Higher rank would mean a higher priority in the lobby. With a ranking system, the game quality would increase.
Perhaps one day when we have enough players in the League, we could run 2 games simultaneously, one with high ranked players, and one with a lower one. The games would also be balanced between titan and the builders.

The current league system would allow 'lower tier' players to host their own games (maybe with other un-vouched players who aren't necessarily pubs) which would go in the direction of what bg mentioned, @sat

- This is never going to happen, it's difficult enough to organize inhouses I doubt pubs have many chances to arrange games for themselves

The whole point of the inhouse league is to give good players a chance to enjoy fun, and competitive games where they don't have to deal with the frustration that comes with playing with pubs.
As to Blood's suggestion, I think it's a great idea but it's very difficult to properly rank people individually because the circumstances of each game are different.
Circumstances such as:
-Who the participants of the inhouse are (can have an affect on the how difficult it is for the titan to win, we've had quite a few games with high pub concentrations)
-What modes are in effect for the game
-Who plays minion for the titan
Rather than numerical ranking system I think we should have a tier based ranking system.
-Each tier would consist of 11 players, so if everyone in tier 1 is present they will be able to play with each other.
-Everyone in a single tier would have the same priority to be held a slot in the game, depending on what type of game is hosted.
-Similarly skilled players will have a chance to play with each other.
-Lower tier games can be hosted. In a tier 2 games, tier 2 players will have higher precedence over tier 1 & 3 players.
-If we get enough players we can host each tier game once a week (i.e. Tier 1 - Saturday, Tier 2 - Sunday, Tier 3 - Friday)

Unless the activity of our vouch list improves I see no reason to add a ranking since atm usually everyone can participate due to free slots. Might change with a possible comming day/time change. - Check out the topic to vote
However, if it happens that we will have alot more of players for IHs and therefore have to sort out, a league-rank system might be a good idea.
A method on how to judge peoples skill appropriate is required though.
